A) Yes Target is hands off when selling prepaid phones. Its very easy to do. When you open the package there will a folded sheet that will walk you through it completely.
About a local number depends on where you live. You will get probably get the area code of your choice, but the prefix is chosen by a computer system. It will ask you to select the city closest to you, if your city is listed great, if not then you will get the area code but not the prefix.
Side note if you buy your prepaid cell phone from a super walmart, go to the connection center and they will activate it for you. Or else go up to the counter, have them call Tina at store 1654 and I can do it remotely.

A) Of course you can. I actually did the opposite once. I bought a pre-paid T-mobile phone and put my contract sim card in there as a temporary replacement. A) Yes you can purchase the phone and place it under a contract, as long as it is a tmobile phone. Normally you'd only run into problems if the situation was vice versa. Not all tmobile phones are available for their prepaid services.
